Government Agencies

1. WSTF Water Sector Trust Fund

It is a Kenyan State Corporation under the Ministry of Water, Sanitation and Irrigation, mandated to provide conditional and unconditional grants to counties and water service providers for financing the development of water and sanitation services in marginalized and underserved areas.

2. Water Works Development Agencies

These are state corporations established under the Water Act 2016 in Kenya. They replaced the former Water Services Boards and are responsible for the development and maintenance of national public water works within their respective regions.

3. Kenya Water Institute

KEWI is a government training and research institution established under the Kenya Water Institute Act (No. 11 of 2001). It operates under the Ministry of Water, Sanitation and Irrigation.

4. Groundwater Centres in Kenya

Groundwater Centres are specialized institutions or units established to support the exploration, assessment, development, and sustainable management of groundwater resources. They play a vital role in areas where surface water is scarce, especially in arid and semi-arid regions (ASALs).

5. National Water Harvesting and Storage Authority (NWHSA)

The National Water Harvesting and Storage Authority (NWHSA) is a state corporation established under the Water Act 2016. It operates under the Ministry of Water, Sanitation and Irrigation in Kenya.

6. Council of Governors (CoG)

The Council of Governors (CoG) is a non-partisan political and policy body in Kenya established under the Intergovernmental Relations Act, 2012. It comprises all the 47 County Governors and serves as a platform for consultation, coordination, and cooperation between county governments and the national government.

7. 47 county governments

County governments are devolved units of governance established under Chapter Eleven of the Constitution of Kenya 2010. They represent the second level of government (after the national government) and are designed to bring services closer to the people, promote local development, and enhance public participation in governance.

8. Water Services Regulatory Board

WASREB is a national regulatory agency established under the Water Act 2002 and strengthened under the Water Act 2016. It operates under the Ministry of Water, Sanitation and Irrigation and is responsible for regulating water services provision in Kenya.

9. Water Resources Authority

The Water Resources Authority (WRA) is a national government agency established under the Water Act 2016. It replaced the former Water Resources Management Authority (WRMA) and operates under the Ministry of Water, Sanitation and Irrigation.

Its core mandate is to regulate, manage, and protect water resources in Kenya, ensuring their sustainable use and equitable distribution.
